Problems refinancing because of low appraisal

I don't know what state you are in but if you live in CA, FL, NV, AZ, or MI appraisals will most certainly be low because these are the "hardest hit" states in the foreclosure crisis. Refinancing will be extremely difficult. Check out this website for info on refinancing to a lower interest rate when your home value has decreased:
